So you got a new vehicle, an SUV or even a motorcycle—congratulations! Before testing out your ride, you need to make your ownership formal with the government. Car registration and renewal are essential in the Philippines, and the LTO (Land Registration Office) is the agency responsible for it.

For some car owners, registering and renewing a vehicle with the LTO is a long and tedious process. Smart ones, however, know how to survive it without reaching boiling point. No, it’s not by paying fixers or LTO officials, which is totally illegal. It’s by knowing the procedure and preparing the documents you need.

Moneymax compiled a step-by-step process to LTO car registration and renewal in the Philippines. See it below.

Brand New Car Registration

Many new car owners let their dealers handle the nitty-gritty of LTO car registration to avoid the hassle of the process. But of course, this comes with a price. If you wish to save money, you can do the legwork and register your car on your own.

For starters, you need to determine the type of your vehicle (locally manufactured, imported, light electric vehicle, low-speed vehicle, three-wheeled vehicle, and tax-exempt) as there are different sets of requirements and processes for each kind. Since imported cars are the most common in the Philippines (think Ford, Honda, and Toyota), we’ll focus our discussion on its registration.

Required documents:

  • Commercial invoice of Motor Vehicle (MV) issued by the country of origin
  • Bill of Lading
  • BOC Certificate of Payment
  • Certificate of Stock Reported (CSR)
  • Sales invoice of the MV
  • PNP-TG MV Clearance Certificate
  • Duly accomplished and approved Motor Vehicle Inspection Report (MVIR)
  • Appropriate Insurance Certificate of Cover (COC)
  • Valid Certificate of Public Convenience duly confirmed by the LTFRB, in case of for hire MVs
  • Valid Motorized Tricycle Operators Permit (MTOP) for TC only
  • Taxpayer’s Identification Number (TIN)

Registration process:

  1. Proceed to the transaction counters and submit all required documents to the evaluator for evaluation and computation of fees.
  2. Wait for your motor vehicle to be inspected by an LTO officer.
  3. Submit filled out MVIR.
  4. Pay the fees and obtain the official receipt at the cashier upon your turn.
  5. Get your certificate of registration, plates, stickers, and other documents at the releasing counter.

Remember that it is necessary to register your vehicle before taking it out for a drive. LTO has a “No Registration, No Travel” policy that prohibits vehicles from traveling without a license plate. Penalties can go as high as PHP 5,000 so don’t skip the car registration process.

LTO Car Registration Renewal

Your vehicle’s initial registration is good for three years. Once it expires, you need to renew on schedule to avoid a weekly fine of PHP 200. However, you can’t just drive to an LTO office and file for renewal. There’s a proper and systematic way to determine your registration schedule and it all depends on your license plate.

The last digit of your plate number corresponds to your monthly schedule.

The second to the last digit of your plate number, on the other hand, corresponds to the weekly deadline of your car registration renewal.

If your vehicle, for example, has a plate number of 895, your renewal deadline is from the 22 nd to 31 st of May. Note that you can renew your car registration a month before its deadline.

Now, let’s get to the actual renewal process.

Required documents:

  • Photocopy of Certificate of Registration (COR) and its official receipt of payment
  • Appropriate Insurance Certificate of Cover (COC)
  • Duly accomplished and approved Motor Vehicle Inspection Report (MVIR)
  • Certificate of Emission Compliance (CEC)
  • Taxpayer’s Identification Number (TIN)

The renewal process is basically the same as when you register your car for the first time. Your vehicle just need to go through an inspection and emission test to acquire a CEC.

As for the venue, you can renew your car registration at any LTO online district/extension office.

LTO Car Registration and Renewal Fees

Prepare for the following fees before registering or renewing your vehicle at the LTO.

  • Initial fee: PHP 1,000/category
  • Renewal fee: PHP 400/category
  • Stickers and tags: PHP 50 each
  • Regular plate: PHP 450

Your actual cost will vary depending on your car while your final cost will depend on your evaluator.

Tips for Car Registration and Renewal

  • Be early. It’s best to come before 8 AM to avoid long lines.
  • Don’t forget to bring your early warning device. (Keep it in your trunk, though.)
  • Prepare loose change for the photocopier.
  • Bring a book or an entertainment device to pass time.
  • Keep your car in good running condition to prepare it for inspection.
  • Hold on to your documents and receipts to avoid delaying the process.
  • Don’t pay fixers or LTO officers to quicken the procedure. Let us not perpetuate corruption in the government.

Final Thoughts

LTO car registration and renewal can be a walk in the park if you know what you need and what you have to accomplish. Be prepared and remain patient even if such processes may take some time. After all, they are both part of being a car owner.
